Julie Betz-Cabrera, MA, is an experienced educator and instructional designer. She earned a Master of Arts in Education with a concentration in Higher Education and Student Affairs from the University of Connecticut in 2007. She has completed graduate and post-graduate coursework in Conflict Transformation; Interpersonal Facilitation and Intervention; and Structured Group Interventions. She also earned a certificate in instructional design in 2021. An active-duty Navy spouse, she has worked in various educational roles across the globe. Her professional experiences have included serving as a university Resident Hall Director in New Jersey, where she provided facility management, community development and on-call crisis response for first- and second-year college students. She has also served as a university academic advisor in Florida; a Department of Defense Education Activity (DoDEA) tutor for middle school students in Okinawa, Japan; an English as a Second Language instructor for high school, undergraduate, graduate and professional-level international students in Florida, Hawaii and Japan; and as an Educational Services Facilitator at a Fleet and Family Support Center in California. As a Learning Specialist on the Zeiders Professional Development and Training Team, Julie writes and facilitates FFSP staff professional development, produces for webinar facilitators and writes for CNIC special projects, developing standardized training materials such as curriculum and desk guides. The FFSP Counseling Advocacy and Prevention team tasked her to research and develop the Navy's first-ever training curriculum for primary, secondary and tertiary prevention related to child sexual development and behavior. Collaborating with PSB-CY subject matter experts at CNIC headquarters, she has conducted extensive research into child sexual development and behavior to support identification of issues and implementation of psychoeducation. Julie has also helped to interpret federal law and military policy to translate it for FFSP clinical practice purposes. Her past CNIC FFSP projects have included the Problematic Sexual Behavior in Children and Youth (PSB-CY) Desk Guide, the Sexual Health through Approachable Prevention and Education (SHAPE) Curriculum, the Deployment Support Curriculum and Handbook and the Spouse Engagement Study Assessment Report. Julie is motivated by the FFSP focus on proactive prevention and appreciates opportunities to help FFSP teammates expand their knowledge in order to deepen their professional practices and increase collaborations to best support military families.
